MYCP Written Submission on “A global call for concrete action for the elimination of racism, racial discrimination, xenophobia and related intolerance and the comprehensive implementation of and follow-up to the Durban Declaration and Programme of Action”
On 15 May 2025, the Migration Youth & Children Platform (MYCP) and the co-facilitators of the United Nations Network on Migration (UNNM) workstream on Alternatives to Detention, the International Detention Coalition (IDC), the United Nations Children's Fund (UNICEF) and the United Nations High Commissioner for Refugees (UNHCR) organised an important Second Global Youth Consultation on Alternatives to Detention. This consultation was attended by more than 80 participants, brought together diverse perspectives from around the world, focusing on the persistent and complex issue of child immigration detention and the promotion of alternatives. The discussion centered on trends, challenges, promising practices, and the crucial role of youth and community organizations in advocating for alternatives to detention (ATD) and promoting the rights of children and youth in transit. Below are some of the contributions made by young people on the move through the different regional breakout rooms.
To further inform the Progress Declaration’s outcome, MYCP is proud to present its advocacy brief for the 2026 IMRF. Grounded in the voices and experiences of young migrants globally, through its GCM Youth Consultation process which were held between 2024-25 in every region of the world and including over 800+ young people, and informed by MYCP’s 2025 Global Youth Report on the State of Migration, this strategy outlines our key policy recommendations to support the implementation of the GCM in line with youth priorities. Each section corresponds to the thematic chapters of MYCP’s Global Youth Report.

The GCM is a non-binding international framework, unlike the 1951 Refugee Convention. The GCM is not a treaty. Member States are not legally bound by the contents of the Compact, and therefore, have no formal legal obligations of compliance to achieve any of its objectives.
Youth leaders across South West Asia and North Africa (SWANA) are not only affected by migration, they are shaping its future. Through region-wide consultations with hundreds of young people experiencing forced migration, displacement, economic hardship, and systemic exclusion, six clear priorities emerged.
This Policy Brief, led by young people, is intended for policymakers, civil society actors, and international organizations working on migration governance in Latin America and the Caribbean. It presents six priority recommendations to advance a just, inclusive, and resilient migration system in the region, grounded in human rights and equity. These recommendations aim to respond to intersecting crises of conflict, economic instability, health disparities, and environmental change, while addressing the systemic inequalities that shape mobility across the region. They also align with the objectives outlined in the Global Compact for Safe, Orderly and Regular Migration (GCM), adopted in 2018.
The Migration Youth and Children Platform (MYCP) and partners highlight the value of youth insights on migration but note their underrepresentation in high-level talks. Ahead of the 2024-2025 Global Compact for Migration (GCM) Regional Reviews and the International Migration Review Forum (IMRF), MYCP held youth consultations in Europe and North America to amplify young voices on migration issues. These consultations identified ongoing migrant challenges and offered practical solutions based on real experiences. This youth-led policy brief shares key recommendations to strengthen the GCM by prioritizing youth perspectives in these regions.
Youth in Asia and the Pacific face complex migration challenges, including climate change, limited job opportunities, unequal healthcare, and protection risks. Despite this, they lead efforts for inclusive, resilient, rights-based migration systems. This brief, based on youth consultations, highlights trends, barriers, and opportunities, offering recommendations. It calls on governments, civil society, the private sector, UN agencies, and others to partner with youth to shape migration policies that reflect their needs and aspirations.
The Africa regional youth consultations, convened by the Migration Youth and Children Platform (MYCP) in the context of the Global Compact for Migration (GCM), brought together youth from across the continent to co-create forward-looking, actionable migration priorities. These consultations centered on the realities facing young Africans, and the following six youth-driven recommendations are the outcome of this participatory process.
